This is an unusual 3 spring WESTMINSTER model. It uses a standard 2 spring movement for the time and hour strike trains. There is a smaller 1 spring Westminster movement, factory married to the top of the other movement that runs the Westminster Chime system. 

Strikes him bam on the 1-3 quarters, then plays Westminster and strikes the hour at the top of the hour. 

This is a stunning clock in person, and the dial is considerably larger than normal.
